I recommend your local travel agent. They have access to net fares not available online (such as Expedia.ca, Travelocity.ca, Orbitz, etc). I also recommend NOT using Expedia.ca (I used to work there and they changed call centre providers.... their wait times are atrocious if you need help and their staff are not trained travel agents at ALL). If you don't fly often, you will absolutely benefit from talking to a travel agent to provide information about the airline rules - which are a little complex.

Consider flying out of Buffalo. When I was looking at flight/hotel packages for the same hotels and dates, there was a $200-400 difference in price. Whether you drive or take the bus, be sure to leave plenty of time before your flight in case there are any delays at the border. You could also try hotwire.com

Well, if you fly to Buffalo, and drive to Toronto from there, you would save a significant amount of money.

Inside the USA - which this trip of course isn't, but maybe almost in a sense - Kayak is usually a good bet. However, you should also check out the travel search site I work for, Dohop.com. If there is a way to get between A and B, we'll find it and usually more options, because we put together flights not previously connect.
